Verified Human PPID (organizer)
Business or Charity Passport owned by a Human PPID

Permanent identity for the event itself, separate from any ticket
Organizer and authorized manager roles
Optional venue relationship to a Structure Passport

Where OVIN stops

A ticket is not the Event Passport. Ticket inventory, checkout, refunds, transfers, attendee lists, access control and check-in belong to Events and Ticketing.

Issuance is not open yet. The schema, authority contract and review flow are in place; Core opens issuance for this class from the release registry — no rebuild required.
